Beirut’s transport infrastructure had long been under strain from years of underinvestment, rapid urbanization, and rising vehicle ownership. The absence of a reliable public transit system, coupled with outdated traffic control mechanisms, resulted in chronic congestion, long commute times, and elevated emissions. Informal transport networks filled the mobility gap but lacked safety standards and operational consistency. Meanwhile, limited institutional coordination between municipalities and ministries hindered the city’s ability to plan and execute transport reforms.
Solution
Eurogroup Consulting designed a comprehensive urban mobility revitalization plan to guide the modernization of Greater Beirut’s transport ecosystem. The strategy focused on restoring core road infrastructure, restructuring public transit systems, and introducing data-driven traffic management tools. It also aligned with Lebanon’s National Infrastructure Development Framework and green mobility initiatives supported by international donors.
Approach
We conducted an extensive mobility and infrastructure assessment, combining road network mapping, congestion pattern analysis, and commuter behavior studies. Based on the findings, Eurogroup Consulting developed a phased mobility improvement plan:
- Short-term measures: Repair of critical intersections, optimized signal timing, and introduction of pilot bus corridors.
- Medium-term goals: Formalization of minibus networks, digital ticketing systems, and creation of multimodal transport hubs.
- Long-term transformation: Integration of Bus Rapid Transit (BRT), pedestrian-friendly zoning, and green mobility infrastructure.
Our methodology involved close collaboration with government authorities, transport unions, and private sector operators to ensure feasible implementation and stakeholder alignment.
Recommendations
We recommended the establishment of a Metropolitan Transport Coordination Unit to oversee planning and regulation, along with the adoption of smart traffic management technologies for real-time congestion control. Eurogroup Consulting also proposed donor engagement to finance green mobility initiatives, including electric buses and cycling infrastructure, while introducing urban mobility data dashboards to enhance transparency and decision-making.
Engagement ROI
The engagement helped the city move from fragmented, reactive transport management to a unified, data-backed mobility strategy. Within the first 18 months, the implementation of priority road repairs and traffic signal upgrades reduced average congestion by 15%, while structured bus routes improved accessibility for low-income commuters. Donor agencies also expressed renewed interest in funding Lebanon’s sustainable transport initiatives. Ultimately, the project provided a realistic, actionable framework for modernizing Beirut’s mobility system—bridging the gap between short-term recovery and long-term urban resilience.
